Abstract: This study developed several Graphical User Interface (GUI) based sub-interfaces including: Project Management Interface, Water Resources System Network Structure Construction Interface, Input Data File Edit Interface, Network Flow Model Execution Interface and Output results Display Interface in support of a regional water resources allocation model, WRASIM. An applied network flow programming (NFP) approach using out-of-kilter algorithm to solve the NFP problem was used in the development of WRASIM. Furthermore, a main coordinate program was constructed to integrate with the sub-interfaces, and to guide users interactively. This study used the coordinate program to control the simulation process of allocating water resources. Through integrating various data editing and result-demonstrating interfaces, this model allows users to simulate regional water allocation interactively, and swiftly, without much difficulty in learning to manipulate the model, and avoid mistakenly inputting data or allocation strategies. This approach successfully upgrades the administrating effects of modeling and helps to promote further model’s application.

The conference theme was IT in the Field of HydroSciences. It included several mini-symposia that emphasized IT topics in HydroSciences and the yearly meeting of the metadata group of the International Oceanographic Data and Information Exchange organization.
